For the last two exams, I *think* the results have published slightly before the "no later than" date (previously, GARP had tried to publish results on an exact date, but it actually created a perceived problem as some people interpreted that to mean 12 am in their time zone, so I think they've deliberately shifted to this "no later than," to avoid any possibility of creating incorrect expectations.)
For the Nov 2013, it looks as if the "no later than" date was Jan 2nd (Thursday after the holiday); i.e., https://forum.bionicturtle.com/threads/frm-exam-results-release-date.7448/
... but results were emailed three (3) days earlier on Monday the 30th; e.g., https://forum.bionicturtle.com/threads/frm-part-i-november-2013-results-released.7457/
... I *think* the web page needs to be ready slightly before the email is sent (makes sense!) which, believe it or not, can also create confusion. Some P1 passers had logged in and found they were eligible for P2, but the email hadn't been sent yet, so they weren't confident. I don't know if GARP has eliminated this short window (between site update and email notification), but at least historically, the first place to discover results was to login. Thanks,
