Yes, absolutely ethics is testable per the two 2010 AIMS:

"* Describe the responsibility of each GARP member with respect to professional integrity, ethical conduct, conflicts of interest, confidentiality of information and adherence to generally accepted practices in risk management,
* Describe the potential consequences of violating the GARP Code of Conduct."

... the only qualifier, i suppose, is that ethics is relatively new. I don't think we've seen a GARP sample question on ethics, for example. So it is difficult to estimate the likelihood of actual testing. Given that the ethics have "seasoned" a bit, I sort of would expect at least a question on it...
