MALAYSIA NOVEMBER EXAMS POSTPONED TO JANUARY


Due to recent local restrictions related to the COVID-19 pandemic, GARP is postponing its November 2020 Financial Risk Manager (FRM®) and Energy Risk Professional (ERP®) Exams in Malaysia to January 16, 2021. All candidates registered for November’s Exams will automatically be registered for January’s Exams, which will be based on the same curriculum. Candidates do not have to take additional steps to register for January.

NEW TIME ANNOUNCED FOR THE NOVEMBER FRM PART I EXAM IN KAZAKHSTAN, NUR-SULTAN

While GARP's Financial Risk Manager (FRM®) Exam in Kazakhstan, Nur-Sultan will still be administered on November 21, 2020, the FRM Part I Exam will occur at a different time. The FRM Part II Exam remains as scheduled and unaffected.

Due to rapidly changing conditions related to the COVID-19 pandemic, the FRM Part I Exam will be moved to 2:00 PM in Kazakhstan, Nur-Sultan on November 21, 2020. The Part I Exam is now scheduled to take place from 2:00 PM to 6:00 PM instead of 8:00 AM to 12:00 PM. GARP still recommends arriving up to one hour early to account for any delays you may experience in traveling to the test center.

IMPORTANT CANDIDATE INFORMATION FOR HONG KONG’S NOVEMBER EXAMS

To sit for the Exam, all candidates taking Financial Risk Manager (FRM®) and Energy Risk Professional (ERP®) Exams in Hong Kong on November 21, 2020 must complete a Declaration Form. Candidates must print the form, complete it in its entirety, bring it with them on exam day, and give it to their proctor during check-in. Candidates will also have their temperatures taken upon arrival at their venue in accordance with the guidelines by the Centre for Health Protection.

Candidates who don't bring their completed Declaration Form and meet the temperature requirements will not be allowed to sit for the Exam.

IMPORTANT CANDIDATE INFORMATION FOR MACAO’S NOVEMBER EXAMS


To sit for the Exam, all candidates taking Financial Risk Manager (FRM®) and Energy Risk Professional (ERP®) Exams in Macao on November 21, 2020 must complete a Declaration Form upon arriving at the exam site on their mobile device. Completing the form will take no more than 1-2 minutes and should be filled out digitally via the link above.

Candidates who do not fill out the form will not be able to sit for the Exam and will be required to pay the exam fee when you re-register.

We advise all candidates to pay attention to the location listed on the My Programs page of their GARP account. In addition, all candidates regardless of location will need to reprint their admission ticket as their seat assignment may have changed.

IMPORTANT SAFETY REQUIREMENTS FOR OCTOBER EXAMS IN AMSTERDAM


All candidates in Amsterdam taking Financial Risk Manager (FRM®) and Energy Risk Professional (ERP®) Exams on October 24, 2020 must complete a Triage COVID Form prior to arriving on exam day. It should be filled out digitally using the link above.

Upon arrival on exam day, the staff will confirm all candidates have completed the form correctly before allowing them to enter the exam room. Completing the form will take no more than 1-2 minutes. Candidates who do not fill out the form will not be able to sit for the Exam and will be required to pay the exam fee when you re-register.

In addition, all candidates taking Exams in Hong Kong must complete a Declaration Form. UPDATE: SEP 30, 2020: REQUIREMENTS FOR CANDIDATES TAKING OCTOBER EXAMS IN MAINLAND CHINA
Due to local rules regarding COVID-19, candidates in China planning to take the Financial Risk Manager (FRM®) and Energy Risk Professional (ERP®) Exams on October 24, 2020 are required to fill out a Health Statement. Candidates who do not complete the form will not be able to sit for the Exam. Candidates must print the form, complete it in its entirety, bring it with them on exam day, and give it to their proctor during check-in.

Additional safety requirements and protocols for Guangzhou, Shanghai, and Shenzhen are as follows:
  • Guangzhou: Candidates must register “Ping An Baiyun” on their WeChat app no later than one day before the Exam to be able to scan the provided QR code. Candidates will need to show a “pass” in order to be allowed into the venue.
  • Shanghai: Candidate will be required to record his/her temperature for the 14 consecutive days prior to the Exam on the Health Statement.
  • Shenzhen: While no additional action is required, GARP will be sharing all Shenzhen candidates’ passport/driver’s license numbers, names in Chinese characters, and phone numbers with the Shenzhen CDC. Candidates should have provided this information upon registration.
It is extremely important that candidates follow the instructions provided above. If they do not, they will not be able to sit for their Exam and will be required to pay the exam fee when they re-register.

September 5th: We understand that many of you are questioning whether or not the exams will take place in October and November. As of right now, it looks like there is no change to the plans for the exams to move forward. We received the information below from GARP:


"With the school year beginning and the last quarter of 2020 upon us, I understand that you may be getting questions from candidates about whether GARP’s Financial Risk Manager (FRM) and Energy Risk Professional (ERP) Exams will proceed in October and November as planned. We are closely monitoring conditions in the 53 countries where we give the exams and, at this point, we are planning to continue as planned in most locations. However, if local conditions change, we may have to postpone some exams to early 2021. Such postponement would only occur in locations where conditions warrant.

If we have to postpone the exams in a location, we will alert candidates immediately with the new testing date and options to defer their exam to another period, if the new date is not possible for them. This is similar to the steps we took when postponing the May 2020 Exams to October. We are also creating a new alerts page on our website, garp.org. I will share that with you when it goes live."

I don't know how many forum members are from Melbourne, Australia, but I would say the probability of the FRM exam taking place here this year is close to to zero after today's announcement from the Victorian government. A minor inconvenience compared to being on a ventilator, but annoying nevertheless.

@ktrathen I also live in Melbourne and was pretty dismayed by the announcements from the Premier last weekend. We have been in some form of stage 3/4 restrictions from July, so it'll be more than a little disappointing if almost 5 months of curtailment (beginning of July to 21 Nov) is not enough time to get the cases under control to a level where they'd be comfortable with this type of exam. That being said, public health should take precedence but we in Melbourne have written off enough of 2020 already and I am desperate to sit the exam come November time. I guess we can only wait, hope, and keep our heads down. Hope you're keeping safe.

That way you can alleviate the fear of candidates and proctors in October & November AND thin the ranks of students writing the exams there - increasing the likelihood that exam can be held in various jurisdictions due to reduced numbers.

I understand that CFA has moved to computer-based testing.. but isn't it still to be at a test site where all individuals gather en masse, as opposed to candidates sitting it in their home? In which case if so, doesn't solve for the problem of needing to socially distance the candidates...
 
Anyone bases in D.C., US? MDV area seems to get better but not sure if the local government will allow quite number of people gathering to take test which may not be an urgent thing to do during the crazy time.. Hope we will get notified the confirmation so no surprise!!

I imagine that there will normally be fewer people at the part 2 in the PM (due to attrition at part 1...) and further attrition due to COVID this year - people staying home, etc. Accordingly, I predict somewhere between 30-40 candidates will be scheduled to write part 2 in my city - well below the 250 person limit as of now.

250 person limit seems to be the same limitation implemented as of now in D.C./USA.. Well, I think your prediction seems to be well logical and build so I gave up hoping the test being postponed again (I've been busy with other things...) and will start studying seriously...

I have written to them about deferring my exam to 2021 as the no of cases in my country are very high and I also happen to have 2 co-morbid conditions with respect to this pandemic. No response at all from GARP. Total lack of empathy compared to CFAInstitute

@mattheweidinger Thank you for sharing the above. I'm hoping to write Part 1 in Melbourne in November and I could foresee it as being a possibility if there were only 30-40 candidates but at this stage, who knows. I agree with @ktrathen also - whatever will be will be, but it would be preferable if the communication from GARP was a little better.

Melbourne's situation is pretty unusual, and GARP's communication has been poor. Currently, the exam venue (Melbourne Exhibition Centre) is still closed, and the threshold for reopening is very strict in terms of the statewide rolling two week average daily COVID-19 cases falling below a certain level (I think it's five cases per day, but even at that low level public gatherings might be limited in size).

I received, word-for-word, the same canned email twice from GARP when I recently asked if the November 2020 Melbourne exam would be rescheduled.

Reading the fine print, I don't think it's possible the exam can go ahead. I'd be curious regarding other people's interpretations.

I have registered for the upcoming November 2020 exam in London. In the past week, the number of cases in England have increased significantly. I am genuinely concerned about my health and would like to postpone to 2021 free of charge. I don’t understand why we are not given the option to do so free of charge. Has GARP made further announcements or the November exams?
 
Does anyone think that they could hold the exams (October and November) in only some locations around the world due to the different rates of infections across the world? CFA Institute is planning to do this in December...

Yes, GARP has stated (above in the original message) that they are monitoring the situation in all countries. So, it is possible that GARP will hold exams in some countries and not others, but they've stated that they will alert candidates in the affected countries if this happens.

If any of our members are concerned about taking the exams that they are registered for in October or November, please contact GARP member services directly, as others in the forum will not be able to give you advice on this. Also, you will most likely need to wait more than one day for a response from GARP. We are always happy to help if you've waited a long time for a response from them, however, if it has only been one day, it is important that everyone understands that they may not be able to respond immediately.
