Relative VAR vs Absolute VAR

With reference to the example in study note for T7 page 23 and would appreciate it if you could clarify the following to assist my understanding on this topic:

What is the meaning of Absolute VAR or Relative VAR?

When does one used Absolute VAR of Relative VAR?
