Does HB lead for mechanical pencil classify as "soft lead"?

Hi!
Could someone please advice with technical qn... I would like to use mechanical pencil, would it be OK with HB lead? GARP says: "

Pencils (#2) or mechanical pencils (soft lead)".​

HB Lead is equivalent to US classification #2

Yes, I used HB Pencils on my exam (Netherlands).

I had used HB in India - In fact, nobody checked what type pencils anyone was using!
Do they check the pencil types in other countries?

Who cares about the kind of pencil anyway?
As long as it's not one that plays a really annoying song as you mark your answers I don't see how it would make a difference as long as you fill the little round circle
