What exactly is meant by "... on a consolidated basis... " in the below statement?

"The use of stress tests and scenario analyses on a consolidated basis can test the RAF as well as help firms identify where their risk profiles are most vulnerable."

Hi Brian,
The 'on a consolidated basis' means together or closely or firmly united it can mean that when stress tests and scenario analyses are used together(rather than isolated from one another) acts as complement to each other and they can better test the RAF as well as help firms identify where their risk profiles are most vulnerable.Instead of using separately stress tests and scenario analyses when used together can help us better test the RAF as well as help firms identify where their risk profiles.
