I would say mine was 80% qualitative and 20% quantitative. Actually might have even been more qualitative than that, because I actually can't recall having used my calculator for that...

I read on the FRM subreddit that for the Amsterdam location the candidates showed up but no one from GARP. Apparently the location is closed on sundays.

Call them. There's no queues and they're very accommodating. You'll be finished in 5 minutes. The number is on the website (NJ headquarters), select the call option to list the whole directory and select option 1 for exams.
Many people I spoke to confirmed that if you don't feel comfortable with taking the exam because of COVID safety concerns you can simply call GARP and they will immediately defer it to May 2021 free of charge. I don't know if this is the case for every country and venue, but I can imagine it...
No way to know until there's official communication from GARP. Tough I think you can expect a cancellation if restrictions don't allow more than 10 people to gather, consistent with the other cancellations so far.
