You can start using the FRM after your name (as well as Certified FRM tag) soon as you receive the mail from GARP. No need to wait for the physical cert.

Reiteration - GARP should be concerned about quality. Not only about increasing the base of certificate holders.

I understand where you are coming from. I have also gone through grilling 4.5 hrs exams where there are essentially 3-4 cracking cases plus a few candies (small caselets). Though it was very encouraging that we passed with a pass rate of 12%

Charters and Certifications are different from a Degree where there would be a GPA or other such criteria (eg: papers published and referenced for a PhD)
Maybe for freshers, it does matter a bit.
