I think nobody has a clue about the pass rate (because it is depending on the results from the participants). I guess that GARP will look that they get a Pass Rate about +-50% for Level 1. Hence the cutoff rate could be even between 40%-50% (if the exam results have been very bad). At least that...
I thought I was appropriate prepared for the exam (even two weeks of vacation sacrifised) but obviously not. I think Ive got +-50% of the questions right (depending of the scores from the questions I guessed).

If you have a strong command over theory and concepts it is always "not tough". But too learn and understand concepts / formula (over 1200 sides) in deepness is obviously very hard and time-consuming (if you have a full-time job inclusive social interactivity).

There was another nasty question where they asked to calculative the explained sum of squares with TSS and correlation. So you had to have two things on mind: the basic formula and the connection between R^2 and correlation.
Hey, I think I was correct with c=s(0)*N(d1)-Ke^-rt N(d2), the tricky part: N(d2) wasn't explicitly named as N(d2) but described as the probability that the option won't be exercised. So I think you had to 100%-67% (as far I remember) for N(d2).
Suprisingly (and badly for me) there was no question about ARIMA, AR, MA, WN, RW - only a short question about stationarity, distribution of Ljung/Box Test and Akaike/Black/MSE.
Im back from Part I in Zurich /CH. Doesn't work very well...I think I haven't passed, had to guess approx. 15 questions at the end due to time problems (but I think my preparation for the exam wasn't bad..)
